Emsland: Site-Based Governance
Selected industrial sites, their businesses and Emsland together with local authorities pilot the governance backbone: a framework of agreements that structures improved cooperation and participation, and organizes accountability of the shared production, storage and distribution of renewable energy. The pilots lead to adjustment and enhancement of the governance backbone which makes it ready for adoption by industrial sites throughout the North Sea Region.
Emsland pilots with selected industrial sites and their businesses the governance backbone: the framework of agreements that structures cooperation and participation have been established for the heating network. However, the joint electricity supply requires more work as a result of German court rulings. These mean that no solutions involving networks are currently possible. As a result, Emsland now has to focus on individual solutions, which do not require a governance and legal framework. Emsland is now prioritizing solutions that let companies cover all or most of their electricity needs with local renewables. Additionally, new priority wind areas near Spelle, close to the industrial park, bring perspective in making on-site power options feasible for large firms.
