Vejle: Legal Framework

Selected industrial sites, their businesses and the Municipality of Vejle pilot the best-fitting legal and regulatory option for the chosen business model and technical solutions. The findings in this collaboration can be used to adjust and improve related legal and regulatory options. Additionally, it informs the recommendations on (inter-)national legal frameworks and demonstrate how - notwithstanding the current frameworks - more is possible then many stakeholders are aware off. 

Vejle’s industrial sites and their businesses, supported by the Vejle municipality piloted fitting legal and regulatory options for the chosen business model and technical solutions. The pilot resulted in suggestions for adjustment of national regulations and an improved-on site legal framework. This took shape through working with two tracks: an energy expert and a legal firm. Ivan Petersen, energy expert, was starting in Vejle North, where he gathered knowledge about the challenges and obstructions that companies experience when trying to establish energy cooperation. In the process of the pre-project in Vejle South a lawyer was involved who has experience with the legal challenges of energy collaboration from projects elsewhere in Denmark. This resulted in a relevant paper on contemporary obstructions experienced which was used as input for the Danish Energy Ministry as part of a lobby effort to change the Danish laws on energy sharing. Additionally, Vejle has decided to establish an alliance of areas in Denmark working on energy sharing, energy communities involving business parks. To tackle political challenges Vejle has developed a lobby paper outlining the legal challenges and necessary changes plus adjustments.
