On 4 December 2025, European policy-makers, regional authorities and data experts gathered in Kortrijk for the final conference of the Data for All (D4A) project, under the motto “Shaping the Future with Data for All.” The event marked the conclusion of a three-year initiative focused on helping local and regional governments use data more effectively for public value.

The conference showcased key outcomes of the D4A project, including a practical roadmap, training modules, podcast, policy briefs and a shared knowledge base designed to support municipalities in their data journey. Speakers stressed that while data can significantly improve decision-making, it must be used responsibly, ethically and in close connection with local context and expertise.

A central part of the programme featured pilot projects from across the North Sea region, demonstrating how data is already being applied in areas such as mobility, climate action, tourism and regional development. Examples ranged from traffic and mobility insights in South-West Flanders to open data strategies in Sweden and climate-focused data initiatives in Denmark, illustrating both the diversity and transferability of data-driven solutions.

European and regional policy representatives highlighted the importance of continued alignment between local needs and EU data strategies, as well as sustained funding to scale successful approaches. Keynote speakers underlined the growing role of data platforms, interoperability and digital infrastructure in supporting greener and smarter communities.

Key takeaways:

  • Data is essential - but complex: Data can enhance decision-making across governance, mobility, sustainability and more, yet success depends on ethical governance, interoperability and clear stewardship.
  • Tools for practice: The suite of resources created by Data for All (Roadmap, Knowledge Base, Trainings) helps bridge the gap between theory and implementation for local authorities.
  • Cross-regional exchange drives innovation: Sharing pilots and experiences across countries validates that local challenges can inspire transferable solutions.
  • Policy alignment matters: Sustainable, data-driven public services require alignment between regional needs and EU funding and policy frameworks.

The conference concluded with a strong message: Data for All is not an end point, but a foundation for ongoing collaboration. By sharing tools, experiences and lessons learned, European regions are better equipped to shape a future in which data serves citizens, strengthens public services and supports sustainable development.
