CircleBIM develops, implements, and promotes innovative public service solutions in cities and regions in the North Sea Region by piloting and mainstreaming circularity solutions using information management with Building Information Management (BIM). 

CircleBIM thereby increases the efficiency and innovativeness of local and regional authorities and makes the construction sector more circular.

Innovation is key to tackling the ambitious goals of cities/regions to make public planning and construction (PPC) more circular and to overcome the inefficiency of current circular PPC processes. Administrative action, planning, and information management still take place in sectorial silos, the public sector lacks data and know-how to steer efficient circular PPC processes and strict requirements leave only little room for innovative and sustainable construction.

CircleBIM meets these challenges by creating collaborative & experimental space for interdisciplinary & interdepartmental action on the topic of innovation in circular construction (CC). 6 (BE, DE, DK, FR, NL, SE) Local Circular Construction Partnerships (LCCPs) are established as innovation platforms, with regular exchange and learning forms to test, implement and roll out innovative CC pilot projects.

The LCCPs will apply & improve Building Information Management (BIM) as a process and prerequisite for planning and building with circularly sourced materials, to increase efficiency, sustainability, and innovativeness of PPC processes. BIM, still rarely used in CC, allows for structuring complex information flows across sectors and integrates multiple discipline actors into these processes.

Partners bring in a range of experiences with circular PPC processes and the use of BIM. The transnational exchange supports regional innovation processes, and sets the ground for international standards to use BIM in circular PPC. 7 regional strategic action plans consolidate the 6 LCCPs’ innovation ecosystems, respectively, enabling transfer to a NOR partner region; an NSR-wide roll-out strategy guarantees the legacy and policy uptake.

A novelty is to establish interoperable data systems in PPC and its anchoring in regional strategic action plans, hence, meeting goals of the EU Innovation Agenda, Industrial Strategy, Green Deal, and New European Bauhaus.

By providing a CircleBIM framework through integrated BIM processes and dynamic innovation platforms, the project empowers public authorities and stakeholders across the public planning and construction value chain to collaborate more effectively and adopt circular practices, advancing the construction sector toward greater circularity.
